Abstrakt

Data disaggregated by ethnicity constitute a necessary prerequisite for evidence-based policy making. Despite the fact that many public policies are targeted at marginalised communities, the availability and quality of data on the Roma population remain a challenge. The Statistical Office of the Slovak Republic continuously conducts the Survey on income and living conditions (EU-SILC). This survey focuses on the overall reference population of private households without any specific distinction or focus on particular ethnic groups. Based on an analogous methodology, the specialised SILC MRK survey is conducted to measure poverty and social exclusion in marginalised Roma communities. The target population consists of all occupied households categorised according to individual settlement types. A relevant data source for constructing the sampling frame is the Database of occupied dwellings from the 2021 Population and Housing Census. Since this data source does not contain information on settlement types defined in the Atlas of Roma Communities, it is necessary to classify individual Census households into relevant localities according to settlement type using geospatial cluster analysis. The resulting database enables the implementation of probability random sampling, which is an essential prerequisite for ensuring the high quality of the SILC MRC survey results.
